Franks made the point on Twitter, where he he often criticizes the president using the hashtag "Obama's failures."

The Obama administration has blamed Russia for the downed plane, saying at a minimum the Kremlin provided the separatists with equipment and training. Evidence so far suggests pro-Russian separatists in eastern Ukraine shot it down using a Buk missile.
Amid the crisis in Ukraine, many GOP lawmakers have criticized Obama and the administration for not attending to the influx of unaccompanied children into the U.S. from Central America. More than 57,000 have entered the country since last October.
Obama, in turn, has blasted Republicans for not passing comprehensive immigration reform.
